  Function       Places a single border part of the same type as the window
                 border at a window-relative location.
  Syntax         void wbrdrpart( unsigned char row, unsigned char col,
                                 int part )
  Remarks        This routine places the part using wsbrdr and brdrattr from
                 the top window record.  It is usually used for crosses or
                 tees, but there are 15 different parts that can be used.  If
                 brdrattr is set to SAMEATTR, then the attributes will remain
                 the same on the screen.  If there is no border, the function
                 does nothing.
  Return value   None.
  Screens        All video pages and virtual screens.

  Restrictions   Stay within window limits.  Cannot use NO_BORDER.
