GetClipbOwner()
Return the handle of the window that owns the clipboard

Syntax
GetClipbOwner()   -->   hWnd

Arguments
None.

Returns
If successful, the handle of the window that owns the
clipboard is returned as a non-zero numeric, otherwise zero
(0) is returned.

Description
This function returns the handle of the window that owns the
Windows clipboard, if any.  Note: if there is no owner, the
clipboard may still contain data.
