        AH = 5Bh
        DS:DX -> ASCIZ directory path name
        CX = file attribute (see AX=4301h)
Return: CF set on error
            AX = error code (03h,04h,05h,50h) (see AH=59h)
        CF clear if successful
            AX = file handle
Note:   unlike function 3Ch, function 5Bh will fail if the file already exists
