        AH = 5Ch
        AL = 00h lock
             01h unlock
        BX = file handle
        CX:DX = starting offset of region to lock
        SI:DI = size of region to lock
Return: CF set on error
            AX = error code (01h,06h,21h) (see AH=59h)
        CF clear if successful
Note:   error returned unless SHARE or network installed
