ddSemUnLock()
Disarms the SEMAPHORE on the EOF record of the DBDD
------------------------------------------------------------------------------
Syntax:

     ddSemUnLock() --> NIL

Parameters:

     NONE

Returns:

     NIL

Description:

     Disarms the SEMAPHORE on the EOF record of the DBDD.

Example:

     ddSemLock()
