inq_btn2_action()

     Usage: Tells which action is attached to mouse button 2.
            Quick-Edit is used for cut, paste, and copy.  Quick-Menu
            (the default) calls popup_menu to display a menu of
            options.  This really swaps the actions of button2 and
            shift-button2, so whichever one is not selected is
            attached to shift-button 2.

Parameters: None

   Returns: 0 for Quick-Edit, non-0 for Quick-Menu.
