Syntax: int PXRecBufOpen(TABLEHANDLE tblHandle, RECORDHANDLE *recHandle)

Args: tblHandle  - table (file) handle
      *recHandle - on success:  record buffer handle

Returns: PXSUCCESS (0) or error number

Synopsis: Creates a record buffer for the specified table handle.  Multiple
   buffers may be opened for a single handle as might be done if accessing
   a table by multiple keys. One buffer could be assigned to each key. The
   buffer is referred to by the value returned in recHandle.
