  Name:     fsetdate() - change a files date stamp
  Usage:    <logical> = fsetdate(<filename>,<date>)
  Params:   string <filename> - name of the file
            string <date> - date in the format "MM/DD/YY", always
            pass as a string, if you need to pass a date, use dtoc()
  Returns:  logical .T. if date set successfully, .F. if error
