  Name:     fchanged() - see if archive bit has been set
  Usage:    [<logical>] = fchanged(<handle>)
  Params:   integer <handle> from a previous fopen() or fcreate()
  Returns:  .T. if the file has been updated since the last time
            the DOS program backup had backed it up, .F. if not.
