  GETATTR()                                                   Video Function
 Purpose..: Grab the screen location color number

 Syntax...: GetAttr( <nRow>, <nCol> ) --> nClrNo

 Arguments: <nRow>     = row on the screen.
            <nCol>     = column on the screen.

 Returns..: nClrNo is the integer representing a color attribute.
            The integer formula is ...nFore + ( nBack * 16 )

 Remark...: It is a high speed function used to pick off the
            color attribute at the given co-ordinates.
            It does not change Clipper's color settings.
