FPIC_CLOSE()
   Closes the picture file with designated PIC handle.

   Syntax
         FPIC_CLOSE(nPICHandle)

   Arguments
         nPICHandle  Defines the picture to close.

   Returns
         None

   Description
         FPIC_CLOSE() closes the picture file with designated nPIC handle.
