HP_VS()
   Sets the pen velocity.

   Syntax
         HP_VS(nVelocity)

   Arguments
         nVelocity   Sets the pen velocity. [default-38.1]

   Returns
         None

   Description
         HP_VS() duplicates the equivalent HPGL pen velocity command, except
         it works within the current scaling system.
