 FillMeasure     Generic Fill Measure method

   Syntax: FillMeasure() --> Nil 

   Comments:
   This method is a VIRTUAL method i.e. when called from a TControl
   object it will do nothing. However it is added here to make the most
   of the polymorhism that is a big part of Object Oriented
   Programming. The FillMeasure() is called by the eventhandler to
   check the size of the control and to check the measurements of the
   font associated with the control BEFORE the control is drawn.
