         Determines if the Caps lock key is active

    Syntax:

         IsCaps( [ lNew ] ) -> lActive

         lNew : a logic value with the new state of Caps lock key

    Description:

         Determines if the Caps lock key is active returning a logic value.

    Return:

         A logic value indicating if is active or not.

    Example:
