dfUseIni()
Verifies if the current project uses DBSTART.INI
------------------------------------------------------------------------------
Syntax:

     dfUseIni() --> lUse

Parameters:

     NONE

Returns:

     <lUse> Is .T. if the DBSTART.INI is in use

Description:

     Verifies if the current project uses DBSTART.INI

Example:

     IF dfUseIni()
        // ...
     END
