dfArrAct()
Return the action array
------------------------------------------------------------------------------
Syntax:

     dfArrAct() --> aAct

Parameters:

     NONE

Returns:

     <aAct> Action Array

Description:

     Return the action array readed or internally or in the dbstart.ini

Example:

     LOCAL aAct := dfArrAct() // Load the action array
