dbFrameTit()
Changes the title of the active FRAME window
------------------------------------------------------------------------------
Syntax:

     dbFrameTit( <cTit> ) --> NIL

Parameters:

     <cTit>     New title

Returns:

     NIL

Description:

     Modifies the current FRAME's title

Example:

     dbFrameOn( 3, 10, 20, 76 ) // Opens a new Frame
     dbFrameTit( "Initializing ..." ) // Changes its title
