dfIsDebug()
Check if in the application there is the debugger
------------------------------------------------------------------------------
Syntax:

     dfIsDebug() --> lInstall

Parameters:

     NONE

Returns:

     <lInstall> If .T. is linked the debugger

Description:

     Check if in the application there is the debugger

Example:

     IF dfIsDebug()
        dbMsgErr("Remove the debugger")
     ENDIF
