dfIsAnsi()
Controls the loading of the ANSI.SYS driver
------------------------------------------------------------------------------
Syntax:

     dfIsAnsi() --> lAnsi

Parameters:

     NONE

Returns:

     <lAnsi> If .T. the driver is loaded

Description:

     Permits to know the loaded state the ANSI.SYS driver

Example:

     IF dfIsAnsi()
        ?  "The ANSI.SYS driver is active in memory"
     ENDIF
