Restore and activate a minimised window

Syntax
OpenIcon( <hWnd> )   -->   lSuccess

Arguments
<hWnd> is the handle to the window.

Returns
If successful, a logical TRUE (.T.) is returned, otherwise
FALSE (.F.) is returned.

Description
This function restores a window to the size and position it
had at the time it was minimised (converted to an icon).

An alternative is to use ShowWindow( <hWnd>, SW_SHOWNORMAL ).
