RegClipbFormat()
Register a new clipboard format

Syntax
RegClipbFormat( <cFormat> )   -->   nFormat

Arguments
<cFormat> is a string specifying a new format for use with the
clipboard.

Returns
An integer referencing the new format is returned as a non-
zero numeric.  If an error occurs, zero (0) is returned.

Description
This function registers a new clipboard format, which can then
be used by this or other applications.
