inq_buffer (fname)

     Usage: Get current buffer id or the buffer id for a given file.

Parameters: Fname .string. is the name of the file to get a buffer
            id for.  If omitted, the current buffer id is returned.

   Returns: The buffer id .int. of the current buffer if fname is
            omitted.  The buffer id for the file if the file is in a
            buffer.  0 if the file is not in a buffer.
