 Purpose:
 Get the available local and private variables space.

 Syntax:
 NuValue = BLILOCAVL()

 Parameters:
 None.

 Returns:
 Available local and private variables space in Kb.

 Description:
 This function returns the number of Kb of memory currently available for
 local and private variables in a CA-Clipper 5.x DOS extended or Windows
 program.

 Example:
 // Get the available local and private variables space                      
 //                                                                          
 ? "There are currently", BLILOCAVL()                                        
 ?? " Kb available for CA-Clipper local and private variables"
