AnsiLower   Converts character string to lowercase

LPSTR AnsiLower(lpStr)
LPSTR lpStr; /* ASCIIZ string to be converted or single character */

Returns:        Pointer to converted string or converted character.

Note:           If converting a single character then character is
                in the low byte of the low word. The high word
                must be zero.
