                ch -  Character to display

Returns.........ERR_NUL  -  No Error
                ERR_ARG  -  Argument Failure
                   TcxlErr contains:
                   W_NOACTIVE  -  No Active Window
                   W_NOBORDER  -  Window Has No Border
                   W_INVCOORD  -  Border Offset Out Of Range
