Changes the size of a block of extended memory that has been previously
allocated.

Prototype.......IntT PAS XMSrealloc(_HdlT xh, WrdT ns);

Arguments.......xh -  XMS Handle
                ns -  New Size (in K)

Returns.........TRUE if successful, FALSE on error, and sets MemXerr.
