INT 31 - DPMI 0.9 API - protected mode - GET PROTECTED MODE INTERRUPT VECTOR
        AX = 0204h
        BL = interrupt number
Return: CF set on error
        CF clear if successful
            CX:DX / CX:EDX = selector:offset of handler
Notes:  16-bit programs use CX:DX, 32-bit programs use CX:EDX
        DPMI implementations are required to support all 256 vectors
