INT 31 - DPMI 0.9 API - protected mode - GET PROCESSOR EXCEPTION HANDLER VECTOR
        AX = 0202h
        BL = exception number (00h-1Fh)
Return: CF set on error
        CF clear if successful
            CX:DX / CX:EDX = selector:offset of handler
Note:   16-bit programs receive the pointer in CX:DX, 32-bit programs in CX:EDX
