INT 21 - DOS 3+ - IOCTL - SET SHARING RETRY COUNT
        AX = 440Bh
        CX = delay (default 1)
        DX = retry count (default 3)
Return: CF set on error
            AX = error code (see AH=59h)
        CF clear if successful
Note:   delay is dependent on processor speed (value in CX specifies number of
          64K-iteration empty loops to execute)
