  Function       Clears the titles from the specified row.
  Syntax         void wclrtitle( int toporbottom );
  Remarks        Clears the top or bottom border where the titles are located
                 and restores the original border if any.  If wsbrdr is
                 NO_BORDER, the row is simply cleared.  Works on both fixed
                 and virtual titles.
  Return value   None.
  Screens        All video pages and virtual screens.
  EOS            Unaltered.
