Purpose:       To generate the start date of the calender quarter
               containing the given date.


Arguments:     <expD> is the date from which the quarter will be
               determined.


Returns:       A Clipper date.


Usage:         To find the quarter date for a given date.


Examples:      date_var = CTOD("01/02/89")
               ? L_BOFQTR(date_var)             && Result: 01/01/89

               date_var = CTOD("24/10/89")
               ? L_BOFQTR(date_var)             && Result: 01/10/89
