 Description
   This error message is displayed when the debugger detects an environment
   that prevents its operation. The most likely reason is attempting to
   execute the debugger under the control of another debugger. The error
   also can occur after a warm reboot following a program crash under
   the debugger.

   After displaying this error message, the Force Debugger exits.

 Solution
   Execute the debugger from a plain DOS or Windows prompt. Perform a cold
   reboot if the problem persists.
