IS_CURSOR()
   Checks to see if the cursor is on or off.

   Syntax
         lCursorStatus = IS_CURSOR()

   Arguments
         None

   Returns
         lCursorStatus        Returns whether the cursor is on or off.
                              (.T. - cursor on, .F. - cursor off)

   Description
         IS_CURSOR() checks to see if the cursor is on or off.
