 EmptyClipboard()       Empties the clipboard

   Syntax:              EmptyClipboard()  --> <lSuccess>

                        This function empties the clipboard and frees
                        data handles in the clipboard. It then assigns
                        ownership of the clipboard to the window that
                        currently has the clipboard open.

   Parameters:          None.

   Returns:

   <lSuccess>           A logical value true if the operation was
                        successful.

   Observations:        The clipboard must be open when this function
                        is called.
