METHOD lWhen CLASS TWindow

Syntax:  TWindow:lWhen() -->

Purpose:
The purpose of this method is to make sure that when the window
is created the bWhen instance variable will be evaluated. After this the
GotFocus method will take care of handling the bWhen instance variable.
