TitleBeg()
Returns/writes HTML Title begin tag <Title>

Syntax:
TitleBeg( [<cExpt>] ) ---> cString
Arguments:
[<cExpt>] is a character string title for the page.
Returns: A character string consisting of the generated HTML tag.
Description:
Generates title begin tag to start the title page definition.
The generated string is always returned. The string will be written
to standard-out depending on the value of StopWrite().
The default StopWrite() value is FALSE. Setting the StopWrite() value
to TRUE will suspend the write to standard-out.
Must be terminated with TitleEnd() to end the title page definition.

TitleBeg( "My Title" )
TitleEnd()
