GetCaretBlinkTime()
Returns the blink rate of the caret in milliseconds
------------------------------------------------------------------------------

Syntax
GetCaretBlinkTime()   -->   nMilliSecs

Arguments
None.

Returns
The blink rate in milliseconds.

Description
This function returns the time between successive flashes of
the caret.

Example
// Change the blink rate to half its current rate (twice the time)
nMS = GetCaretBlinkTime()
SetCaretBlinkTime( nMS * 2 )
