GetWinFlags()
Return information about the Windows system

Syntax
GetWinFlags()   -->   nFlags

Arguments
None.

Returns
A bit-encoded number describing the Windows configuration.

Description
This function returns various Windows settings, bit-encoded
into one number.  The bits are defined by the WF_* values in
WINDOWS.CH.

Example
