 BLIOVLRES()

 Purpose:
 Resume overlay manager operation.

 Syntax:
 BLIOVLRES()

 Parameters:
 None.

 Returns:
 None.

 Description:
 This function resumes overlay manager operations following an overlay
 manager suspend call. The overlay manager will re-initialise itself,
 reopen the overlay file(s), and resume processing overlay calls.
