Your Files setting in CONFIG.SYS is too low, or you have not called
SETUP() and your Clipper F setting is too low.

Calculate the number of files your program will need, add ten, make the
result an odd number, ensure that the CONFIG.SYS Files setting is at
least that high, and that your program calls SETUP() with the same
number as a parameter.
