     TopBar(<nRow>, <nLeft>, <nRight>) --> oTopBar

 Arguments

     <nRow> is a numeric value that indicates the screen row of the top
     bar menu.  This value is assigned to the TopBarMenu:row instance
     variable.

     <nLeft> is a numeric value that indicates the left screen column of
     the top bar menu.  This value is assigned to the TopBarMenu:left
     instance variable.

     <nRight> is a numeric value that indicates the right screen column
     of the top bar menu.  This value is assigned to the TopBarMenu:right
     instance variable.

 Returns

     Returns a TopBarMenu object when all of the required arguments are
     present; otherwise, TopBar() returns NIL.
